iWeb Header Issue

Okay, so i was working on a cool new navigation bar for my website that is supposed to go on the bottom of the page. But i put it in the header of the page in iWeb to start. I then published it to see how it looked. Now that i've published it, it will not come out of the header. I try dragging it, copying/pasting (even into a new site/page in iWeb) and it still goes right to the header of the page. How can i stop this?
