I didn't like the jailbreak so I restored. Before restoring I had SBSettings. With SBSettings I turned on the battery percentage on the iPod Touch. I then restored, after the restore the percentage was still there but Cydia wasn't, Winterboard wasn't. I tried to get to the menu for SBSettings, but it wasn't there. Initial reaction  WTF Happened?

Some jailbreak mods are backed up in the backup files during iTunes backup, and copied back when you restore from a backup. Battery percent happens to be one of them. I don't think leaving it there would adversely affect your device, but if you want to get rid of it, you'll have to either rejailbreak to remove it, or set up your device as new.
