Yes I had the exact same problem with a Mac Pro I bought a few years ago.

Just buy a new GPU make sure it is Metal compatible so you can install open core and Monterey.

I use an AMD Vega 56 but there are plenty of options and suggestions in this forum.

+1 for the gpu

As a quick proove you can take off the cooler and heat up the gpu chip with a heat gun. After cooling down it may work for a few hours and you know the gpu has gone south.

The 5770 card in your computer does not support Metal so if you want to upgrade it to Mojave or newer you will need to buy a more modern GPU.

Thanks everyone for the support, it was the graphics card, ordered another ati 5770 and showed picture, ended up the hard drives were erased as well so there was no MacOS so I took the hard drive out of an 07 Black Macbook running snow leopard and threw that in the mac pro and it booted like a charm, currently running high sierra and this thing is like butter smooth.
