Just to be clear. Can the 6+ run iPad apps?

I don't think so. If an app is iPad only it won't be downloaded on an iPhone 6+
Of course with the high resolution and this landscape mode many apps will be distributed as universal, running on the iPad AND iPhone and maybe the layout on iPhone 6+ will be similar to the iPad one

is up to the developer though

I don't think they said anywhere that it's possible so I'm assuming it's not.
