Looks like Kansas Republicans have found a new way to kick the poors...

Let's pause right here to consider "extravagant" lifestyle these poors must have with their whopping $354 a month.

Ok, please continue kicking nanny state Republicans:

Since each $20 withdrawal costs a $1 fee back to the state the Kansas GOP have effectively taxed the poors 5% on their "extravagant" benefits. Add in the likely bank ATM fees ($2-4 per withdrawal) and Kansas poors will lose up to 25% of their champagne, caviar and T-bone steak money.

Republicans are just a** holes. It reminds me of the scene in the movie Time Bandits where Robin Hood is giving out things to the poor and there is a guy who punches everyone that gets something.

Why do you have to pay to withdraw cash in your own country?

depends on your bank & ATM. chase does not charge me if I withdraw from a chase ATM, use any other ATM and you do get charged.

Most banks don't charge their own users. Several banks charge users of other banks to use their ATM. Some banks will refund the fees other banks charge you for using their ATM.

Banks in the US charge a fee when withdrawing money from a different bank.

When I have to pay bank fees abroad I withdraw £250 at a time, I'd expect many poor people to do something similar.

    They do here, too.
That's why sane people withdraw money from their own bank.

Since the card can be traced back to that individual, why not simply deal with that person who is abusing the system, instead of punishing everybody in it?

Another problem the negative income tax solves. Nobody can tell you what you can do with the money.

This is why I'm glad I moved from a bank to a Credit Union. They don't charge fees if you use another CU's ATMs. That's why the saying from the banking fallout in 2008 still holds true today:

Credit Unions are loyal to their members; Banks are local to their shareholders.

That would require giving the government unprecedented access to data... oh wait they have that

Debit card information is not unprecedented access to data.

allegedly abuse really the GOP thinks every poor person is a junkie that sits at home and makes babies to collect more welfare and they never work.
of course it is easier to attack the poor rather then the rich that rip off the tax payers far more.

EVERYONE attacks the poor in one way or another. would you believe the poor are forced to have insurance or they are forced to pay penalties in taxes?

The big difference in what you are referring to is that everyone is "forced" to have insurance.. while the rich get a pass in ripping off the taxpayer.

All context to the posts in question considered.

With what money are these people supposed to use to open a bank account and maintain a minimum balance? Their public assistance is delivered via these debit cards.

If don't have a bank account you end up paying ATM fees everywhere -- you can't go to your bank if you don't have one.
