I have a M1 Mac Mini on Monterey (12.6) that has recently developed a problem where it forgets many system settings after each restart. Namely, the items I have noticed being reset are:

-Finder preferences
-System preferences (screen dimensions, sharing settings, etc.)
-Menubar item (whether or not they appear, their placement relative to other menubar items within the bar)
-Settings from other apps such as "would you like to automatically check for updates in the future"
-Also, every time I restart, one specific application is launched despite not being in my login items

There are others settings I'm forgetting at the moment. It seems like an issue that would be solved by a NVRAM reset, however I pulled up Apple's support page for that subject which states that resetting NVRAM doesn't apply to Apple Silicon Macs.

Try to reset the Home folder permissions:

Scroll down until > Reset Permissions for the Home Folder
and follow the instructions there.
