A quick question will the mac mini run snow leopard with the gma950 graphics chip.

Its a C2D machine.

I have heard these chips don't have the HDCP lience or the h.264 along with no opengl thingy.

So would the machine only work in 32bit mode with only 64mb vram?

These will work in 64bit as SL is only 64bit and so is the Core 2 Duo processor.

They will not benefit from OpenCL though. OpenCL could drastically increase the difference between a 9400m and the GMA (as if there wasn't a huge difference already).

VRAM is dependent on the RAM in the computer and the video chip used, not the OS.
 
will snow leopard increase its VRAM, as my mini had 3GBram in. But mac only showed 64mb Vram but yet bootcamp on vista showed 256MB Vram.

Not unless Apple makes a new graphics driver module like wddm. WDDM is very advanced and WDDM 1.1 for 7 is even better. It may be time for apple to construct a newer graphics driver module that allows opengl and quartz interoperability as currently it doesn't have that as well as virtualization of vram.
