I don’t think you will find the 10.15.3 download available, at least from Apple.

I just tried www.timesofindia.com and only some of the photos are loading. Running latest 10.15.4.

You can still download 10.15.3 with
Code:
softwareupdate --fetch-full-installer --full-installer-version 10.15.3

I think 10.15.3 is no longer available from Apple because I get back the following error after running that command:

Install failed with error: Update not found

Getting a Mac OS release from anywhere other than Apple is never a good idea IMO.

I am not on 10.15.4, but loading that site, with Safari, does not load any pictures at all.
I used a different browser (FireFox, Chrome, Microsoft Edge) and the pictures and videos all load nicely.
That's usually my plan, and also why I have a collection of different web browsers.
Use another browser.
I actually like how Microsoft uses Chrome to make Edge for Mac.

That requires 10.15 installed before to be installed
Sorry, I forgot that command only works in Catalina. Unfortunately, the similar command that was supposed to work in Mojave (open "x-apple.systempreferences:com.apple.preferences.softwareupdate?installMajorOSVersion=10.15.3"), does not allow the download of 10.15.3 at the moment.

The script downloads the components from Apple and builds the Install app. If you don't trust it, you can do that yourself by following the commands from the script. You can find the links in Apple's update catalog
Code:
https://swscan.apple.com/content/catalogs/others/index-10.15customerseed-10.15-10.14-10.13-10.12-10.11-10.10-10.9-mountainlion-lion-snowleopard-leopard.merged-1.sucatalog.gz
10.15.3 is under the <key>061-86291</key>, so BaseSystem.dmg can be downloaded from
Code:
http://swcdn.apple.com/content/downloads/01/28/061-86291-A_JPEIWIOZES/enpozvvbmj3mj2dhulhevlt8b429qd5kw0/BaseSystem.dmg
InstallESDDmg.pkg from
Code:
http://swcdn.apple.com/content/downloads/01/28/061-86291-A_JPEIWIOZES/enpozvvbmj3mj2dhulhevlt8b429qd5kw0/InstallESDDmg.pkg
and so on.

The problem appears to be with safari 13.1 only

The apple care in India is simply not upto the mark as they are not bothered about customers.

any way I can downgrade the safari on catalina??

If Safari is not doing what you need at the moment - - Safari is not "alone in the box". There's a whole list of other browsers that should work fine.
Chrome. Firefox. iCab. Opera. (Microsoft) Edge. Omniweb. Opera. Roccat. Waterfox. (etc, etc)
Edge is currently my "go-to" when something doesn't work on another browser. Why not give that a try?
