iPod touch Managing songs & playlists

hiya i wanted to ask is there any way to organise songs (other than On-the-go or Genius) and putting them on playlists?

can you add playlists and/or songs onto it on-the-fly without the help of iTunes or a known 3rd party software?

any tips or sugestions please....
