I have a late 2016 MBP that I use connected to a 27 inch dell monitor and I noticed lately that whenever I restart the laptop I get a quick green screen that doesn't seem normal. I also have been experiencing choppy/distorted video on occasion. Any idea if this may be some sort of hardware issue?
 
I'm having the same "issue" with the random green bits on the screen. Also using a Dell monitor, HDMI. When restarting, my MacBook screen, on its bottom part, shows some random "images". Looks like a part of not cleared memory from the graphic card. It lasts for about 3s, then it restarts.

Didn't notice any video problems tho.

I'm on a MacBook Pro 15 from 2017, Radeon Pro 560.
 
I also get the green screen on shut down, I don't think it's any cause for concern. Doesn't affect my video performance.

Well normally it's because of FileVault, before you log in it'll blur/hide everything - if it's connected to an external display it will produce similar things. Otherwise could be just HDMI DRM displaying oddities before getting all the software going.

If it's not producing issues during use, then it's not a problem to be concerned with. You could try different cable types (USB-C/TB/DP etc.) but again unless it's causing concern during use, I wouldn't bother.
