My first guess would be burner phones for drug dealers.

Hey, it's a lucrative business. Plus, domestic drug dealers have wised up enough to know you don't buy 50 phones in one place. You buy a couple, move on, buy a couple more. Draws less attention to yourself that way.

I'm remembering The Wire, some episodes with character "Bernard" sent to drive up and down i95 doing just that. And his girlfriend, trying to get him to buy them in bulk and spend more time with her since she once saw Bernard's boss throw a bunch of unexamined receipts directly into the trashcan.

Well I hope they're burner phones for dealers. Anything else, could be uglier.

I need to get around to watching that one day.

There's really only one of three things they could be.

    1. Some enterprising individual wanting to sell marked up phones he picked up cheap. Which'll probably go to...

    2. Drug dealers.

    3. Terrorists wanting to avoid being tracked by Homeland Security.

A friend of mine is Lebanese. He used to constantly buy up bargain bin dumbphones and cheap smartphones used on prepaid carriers and sold at places like Walmart. These phones they sell end up being rebranded stuff they sell in china and india and sometimes end up supporting a large swathe of international bands. He mails them back home and they get resold in Lebanon and Israel for crazy markups apparently.

Since when is it illegal to buy multiple cell phones?

Edit: Yet another case of wasting taxpayer money.

Translation: We wasted a bunch of tax dollars because some rednecks in Missouri were suspicious of somebody who didn't speak English.

It's 100 cell phones. How can anyone minimize that?

In this case, it might be warranted. If it were just a group of random foreign people hanging out at Wal-Mart, and someone called in the police, because that many foreign people grouped together is "scary and suspicious", I'd be calling BS too.

But buying some things in massive quantities, like, say, 100 cell phones, that alone is pretty suspicious. It'd be like me getting a bunch of friends together, and buying two palettes of stump remover. By itself, that's not suspicious. But in that amount? I'm probably up to something.

Why would they sell for crazy markups in Israel, unless they are smuggled in?

Or, is it that they are selling for the normal price, for Israel, but, the prepaid carriers in the U.S. are pushing them as a loss leader, assuming that people will purchase more minutes from them? In that case, it is nothing different from going to Safeway and buying 5 loss leader items, and, leaving without buying any(overpriced)thing else. Since law enforcement wasn't interested, I guess it must be something like this?

Often the US has some of the lowest prices for electronics, for a good example look at apple and compare their prices on foreign stores to the ones in the US, the US is significantly cheaper so it may be worthwhile to buy them and export them to sell for the normal price in whatever country you're from.

It would cost less to buy 100 phones from a distributor, but it is more expedient and more anonymous to buy 100 phones at retail.
