We might need clarification on a couple of points here... when you say PC are you meaning a Windows computer specifically? Or a Mac? Second, what app on the iPad are you using to play the movie: Apple's native TV app? or VLC / some other app?

I think it is going to come down to “how badly do you want this file?” There is a Windows program called iExplorer that supposedly can pull files off an iOS device, but I haven’t used it and can’t vouch for it other than to say it exists. It costs $40, by the way.

I don’t know of any Apple-sanctioned (and free) way to transfer files from device to computer; that’s not the way Apple designed the system, unfortunately. The only free approach I can think of would be to set up a mainstream Linux system like Ubuntu and see what the current state of Linux support for iOS file transfer is. Typically iOS support lags behind on Linux, as Apple is continually changing the security model and underlying file structure with each iOS release, forcing developers to have to reverse engineer to keep up. If your iPad is running iOS 11 even this approach probably won’t work.

Here's a possibly cheaper and still performant option: if you had said you were on a Mac I was going to recommend iMazing, which is a well-regarded Mac app. Ha, little did I know, but iMazing also comes in a Windows version, and at an even cheaper price: $25.

Ok, This has got a little trickier than I described last time, The Video is not there on my PC, it is not there on my iPad but when I connect my device to iTunes it shows as an option which I can add and sync and when I sync it, It does not show in the iPad Movies Folder ?
