I searched but didn't see for Fall 2009 Ipod Touch.

I'd like to practice singing using backing tracks from iTunes. So I need to have another app record-armed for the microphone - it doesn't have to record, just record ready so I can hear myself through some microphone - with a music track running on iTunes.

Is this possible on the latest iPod Touch?

You can play music in the background of any app.
 
I rephrased the title because I have a narrower question. Muncher maybe you'll now this too. I think what I'm after is full-duplex audio.

summary, can the Touch play:
one audio app for playback through headphone, another different audio app to monitor mic input, running at same time. So, two audio apps running concurrently.

In otherwords:
I'd like to record, or at least monitor, the microphone input with one program, some audio recording app, and at the same time play audio through headphone from a different\seperate app (maybe iTunes maybe a lighter footprint app).

IIRC the touch has (since the 2G) had a voice memo app that records through the mic. I believe you can run it while playing music. It's nothing fancy, but it works fine. Hope that helps.
