So I have read all about the CPU slow down with later iOS versions when you have a low battery and tonight have witnessed this for myself.
My battery was below 20% and the CPU was only at 1200 Mhz.
After plugging it in, and at 27% charge the CPU speed went up to 1512 Mhz where it sat until the battery was at a charge of around 41% and the speed finally went back up to 1848 Mhz.
So this is news to me, lol. Although I had read about it, this is the first time I have recorded it (CPU Dasher X) and I still have to say that whilst it certainly isn't ideal, in my real world usage I have not had reason to think I can notice the difference. After all, I am only using Safari, a hell of a lot of Facebook and then Twitteriffic, so nothing that requires maximum CPU speed.
Anyone else think they can tell a difference in use?

Seems like for the most part the throttling people are really talking about is one that is there constantly to the same degree, no matter the battery percentage or anything like that.

So far the most accurate way to tell is to run Geekbench. Apple is throttling the maximum frequency of the CPU so you have to run maximum load on it to see if it is throttled or not.

Have I misunderstood? The slowdown occurs when battery wear gets below a percentage not battery percentage day to day, is that correct?

How many more threads do we need for the same issue?

At least one per day until every 6 & 6S owner has made one.

Why would all of them do it when many of them aren't affected by it?

Perhaps, although around these parts one never really knows in many instances.
