We're in the final beta?? Says who?
New sounds/wallpapers have typically been held back until GM...not in all cases, but typically.
Being that the event is less than 2 weeks away...Also Reddit guy has said there won't be anymore betas. Additionally, I don't think new sounds have ever come out in only the GM/Public release. Usually that goes through beta.
"The iOS 7 GM brings with it a slew of new ringtones that have replaced all of the default sounds for the device. All of the older ringtones are still available in a “Classic” ringtone."

During the iPhone 5s keynote Apple announced new sound effects for iOS 7.
Apple has been tweaking and adding new sound effects in iOS 11, like the FaceTime ringtone, the presumed wireless charging sound effect, etc. they even made a keynote presentation this year for sound design. So there’s still a possibility it’ll be announced in the iPhone 8’s keynote.
