No work camera after iOS Update

Hi. I have problem. After update from iOS 12.2 to iOS 12.3 - both cameras no work. I try downgrade to iOS 12.2 then everything work but can't get back backup because itunes say iOS version is too old.
maybe somebody know how to fix this error?

Have you tried updating to 12.3 again? Maybe something went wrong during the installation process the first time you updated.
