The Mercury Elite - AL Pro Dual Bay"Quad Interface" Performance RAID Enclosure does use the power switch on the rear of the unit to physically power up and down the unit. There isn't a setting which would allow the unit itself to power up and down in tandem with your MacBook Pro.

After ejecting, or unmounting the volumes, the unit can be turned off safely.

^^If this HDD enclosure was connected to a "smart" power strip would it hurt the drives to be powered off when the connected computer went to sleep?

Thanks for the quick answer. :)

Does the enclosure put the drives to sleep after a certain amount of time (after my mbp has been shut off or in sleep mode) or do they just work at full power until you turn them off?
