Patent reform - when will it take place?

Right now, lots of us have ideas we could patent - except the cost is so far out of reach that we cannot compete.

In 2011 there was some reform, allowing "first to file", but that accomplished nothing.

We need more competition in this system to lower costs...

Unless other elements in the system are off-kilter, such as stagnant wages and higher costs of living that end up having the same effect - less disposable cash to invest with? (usually an article is so myopic that it ends with "lower costs", but not taking into account numerous other real life issues...)

What kind of reform or competition would you suggest?

Do you know how much it costs to file a patent application?

Strictly speaking, you don't need a patent lawyer to file a patent if you know what you're doing. However, I'd like to see something done about patent trolls first.
