Anyone else noticing that prevent cross-site tracking doesn’t completely work? It seems ads from some sites can still track. I shouldn’t have to clear browser data to stop cross-site tracking.

No "Prevent tracking" solution is ever going to work entirely. As hard as Apple et al work on making the preventative measures, the ad companies work on going around the preventions
 
According to Apple:
Prevent cross-site tracking

Some websites use third-party content providers. A third-party content provider can track you across websites to advertise products and services.

With this option turned on, tracking data is periodically deleted unless you visit the third-party content provider.

It isn't designed to be 100% effective.
