iPhone Really want to test iOS 13 mostly for dark mode. Is it working decently, or should I wait?

I’d wait one or two more betas if you need everything to work. For example, my bank app wouldn’t work with FaceID. Plus, Chromecast wouldn’t work.

With that said, dark mode looks fantastic and will look even better when a couple minor visual bugs get worked out.

If you have a spare device that is compatible you can install it on there, but I'd wait till beta 4 or 5 to install it on your daily driver.

in order to downgrade iOS versions, would I need to restore to factory settings?
Correct, but if you create a backup on iOS 12 you can restore to that if you want to downgrade and keep data from that backup.

I tried it on my spare device iPhone x and like others said better wait for a couple more betas to come out if it’s your primary device... It was bad enough for me to the point i restored it... Dark mode was cool but ill wait when it’s ready

I’ve had little issue since installing it. However as others have pointed out, it does have some annoying bugs. A big one for me was notifications not functioning properly. Apps that have reviewed notifications do not receive badges which makes it difficult for me to know when I need to respond to something.

I haven't had any issues really apart from screenshots not working but in answer to your question, yes the iOS12 backup needs to be done with iTunes.

I installed it on my iPad 6th generation that was about a week old and outside of the mail app bug it works great. Haven’t tried dark mode yet.

Is it possible to make an iCloud backup or does it have to be through iTunes?
You can make iCloud backup, but then you have to be very careful not backing up your device using iCloud from that point on unless you fully commit to use iOS 13.
For iTunes, simply create an archived backup and you are all set. Encrypted.

I wouldn't recommend iOS 13 as of yet. I've been on every major BETA since like iOS 6 or something and the BETA1-5 tends to be rough. This time around BETA'1 wasn't that bad, but what's discouraging me is how slow the bug fixing seems to be going. Things are moving at a really slow pace between the BETA's, slower than I have ever experience in previous BETA's for major iOS versions.

Correct observation. The pace of bug fixing is the slowest we have encountered amongst iOS Betas.

Dark mode on my iPad Pro looks good, but since only Apple App support it, it is very limited at present.

It was the same on macOS, has taken ages for third party support to make dark mode universal.

I’ve been using it as a daily driver since dev beta 3. Battery life took a little bit of a hit but otherwise the bugs aren’t great enough for me to say it’s unusable in the slightest. I’ve been enjoying it. Just don’t expect 100% of your apps to work 100% of the time. I use LIFX smart lights, for example, and while Siri and HomeKit worked to change my lights on beta 3, the lifx app was slower than crud changing custom colors and patterns. My work iOS 12 device worked fine. Dev beta 4 seems to have fixed it. YMMV.
