I know cellular ones need to be unlocked and of course I restore them to factory settings, but remind me what I need to do to remove them from the cloud. I cannot ever remember.

You can only access iCloud data when you are logged in with your Apple ID. If your iPad is restored and the login data is no longer on your iPad the new user can't access your iCloud. What I do first is back up my iPad to my computer, turn off find my Mac, do a complete restore, and then not connect it again. No WiFi, nothing. I leave it at the setup screen for the next person to set it up. I also delete the device from my list of approved devices in iTunes and iCloud.

Thanks! I knew I had to do something in iCloud, but that’s what I couldn’t remember. That and turning off the find my Mac.

I went from never selling old devices to selling two iPhones and an iPad in the past year. Here’s what I did:

    1. If you’re replacing with a new iOS device, make a full encrypted backup to iTunes, or iCloud, from which to restore the new device. Though some prefer to setup new devices as new without carrying over all their setup and content, so it’s your call. Doesn’t hurt to have the backup anyway.

    2. Turn off “find my iPad”

    3. Sign out of your Apple ID on the device

    4. Go to Settings -> General -> Reset, and choose the option to erase all settings and content from the device.

I do not think you can reset an Apple device without turning off “find my iPad”. You would get a message saying so.
