My brother just got a MBP and has some questions about how to do certain things as he is new to mac. I was wondering if there is something built into leopard that allows you to remotely connect to another computer like there was in XP called remote assistance where you can connect and control their computer? It would be from my mini to his MBP

if no software is built in, what do you guys suggest that might be either free preferably or even something that is inexpensive?

iChat will do it. In case they're having problems with iChat, though, I use TeamViewer to support clients on both Macs and Windows. It's free and easy to use.

hmmm ichat huh? and I can install a program that he has on his computer for him and show him how to do things etc?

we are both mac users so the other looks like to be windows based

No, TeamViewer has both Mac and Windows versions, so you can run a Windows PC from a Mac, or vice-versa.
