I prefer to take videos in 4K due to the wonderful video recording capability on the new iPhones.
However at some point I would like to transfer the 4K videos to my computer and recover some space.
Now, I would still like to keep a lower quality version on the iPhone itself, so that I still have the memories with me always.

Is this my only option:
Transfer 4K videos to external disk > convert the videos > transfer back.
I'll honestly love to know if there's any app which can replace the videos on iPhone with lower resolution ones keeping the exif + date time in tact.

Basically iCloud does this thing automatically (offload photos + videos, keeping lower quality on the device), I know I'll have to put some manual effort to this, but I am ready to do that once every 2 months, rather than spend for that 2TB of icloud space.
 
Seems like a lot of work for little gain. I would ask yourself, is what you’re recording, “memory” worthy? Or is it a bunch or random junk you can live without? Also, short clips don’t take up a lot of space. Large clips do. When you have to do things such as what you’re considering, you’re going against how the system is designed. You need to re-evaluate your needs/wants. More iPhone storage, optimize storage with more iCloud storage. Something that keeps the system working as designed and seamlessly. Not worth the trouble honestly.

Ive seen it before with many users and it’s a hassle/nightmare. Gets to the point people have so many videos and pictures because they’re so snap happy, they never look at them or have any idea what they have. Yet it’s eating up storage.

Well recording "memory" is very much worthy, also we do tend to randomly enjoy our past memories.
Hence keeping the best quality backup of the moments on device are very much necessary and worth the time and effort. Fetching from cloud is not worthy most of the times (I do enjoy google photos backup).

Just wondering if there's any app which does this conversion+replacement on the device itself.

Maybe I'm not being able to express my requirements, pardon me for that.

iMovie is good for creating a movie out of my clips.. say I have 30 videos from a trip.. I would rather like to keep a compressed version of each video in the device in the same position in photo library along with the photos.

https://apps.apple.com/us/app/video-compress-shrink-vids/id997699744 this looks to be quite close to what I'm needing, just it loses the meta data + position in photo library.
 
You could easily do it on a Mac with Handbrake. The resized/compressed videos should be imported in Photos where you can edit metadata and location info. They will then sync to your iPhone provided iCloud Photo Library is enabled on both devices.
