Is there a way to permanently disable it as is possible in Firefox?
I don't know if you can disable it permanently but you can let it hide after your downloads are completed.
the Safari plugin Glims allows you to hide the Downloads a certain period of time after a download finishes.
Saft is not freeware but a great Plugin for Safari!
