Safari / Catalina throttling downloads? or just slow

I was switching to a ethernet connection on my Mac Pro 2019 today and in the process of testing and comparing ping/download rates to my WIFI, I discovered that Safari is somehow 50% slow when downloading files to simple throttles the downloads

Here are my specs

Mac Pro 2019, 12 core, 96gb, 1TB, Vega II
Catalina 10.15.3
Safari 13.0.5
I have a 400Mbps connection.

When downloading files from either Apple or Microsoft I discovered that Safari would not go above above 30MBps while Edge (new chrome based)/Chrome would stick to 50+ MBps download speeds. I tested this on multiple sites and almost 20-25 times.

Windows 10 ISO downloaded on Safari in 2 min 57 secs and on EDGE it downloaded in 1 min 31 secs

I couldn't find a solution on the internet and on these forums. I have tried resetting PRAM, creating a new user and even on my MacBook Pro 2018. Safari displays the same issue on that as well

Can anyone confirm this or probably have a solution?
