Safari: Favorites Plus Frequently Visited On New Window/Tab

Am I correct in concluding that there is no way to achieve this on Safari for Mac?

No, there is a way, but the frequently visited will populate based on your activity. I think you have to enable 'favorites' in preferences => search

As far as I can tell, on Safari for Mac you get one or the other: either Favorites or "Top Sites" (Frequently Visited). You can't get both on a new tab/window the way you can with Safari for iPhone/iPad.
