Safari stutters on video playback

I have this annoying issue, video playbook on some sites stutter.

MacBook Pro 2017 13, TB (16gb,i7).

Demo:

Happens on twitter and some other websites.
For example: https://kotaku.com (once video auto-pay runs stutter begins).

Some comments note that 10.13.6 should have fixed this, I'm on 10.13.6 so no go.

Last comment is worrying, it mentions GPU issue.

Unfortunately No. I tried upgrading to Mojave and even went back to Sierra and the issue was still present. Went to Apple Genius Bar and they said its a problem with Graphics card. Replaced my Logic board as my Mac was still under warranty.

Find a similar thread here. There's a fix where you need to go to recovery and enter what is written there involving nvram=. People say it is a problem after you reset nvram on macbook. Others fixed it by going to Apple if it's under warranty, where they replaced the logic board. But the fix I mentioned has worked for me and everybody else who tried.

I did SMC reset recently, but did not touch nvram.
