I bought Tiger and am just playing around with it.

good so far.

Ive Read about SafariRSS,
what is it?

My Safari does not say RSS. How do I start it? What does it enable and how do i do It?

The RSS features are only available on RSS-enabled sites. For example, if you go to /., you will get a blue RSS icon in the address bar, and clicking that icon will take you into RSS mode.
