guys - trying to secure phone a little more and it was suggested to turn on passcode changes, account changes & cellular data. I thought the last one will prevent a thief from turning off cellular data. Isn't that accurate and is there any way other to leave cellular data turned on so it receives instructions from iCloud lost mode which I'll obviously turn on

I presume that you are referring to the Screen Time > Content & Privacy Restrictions section and put those to "Don't Allow"

Yeah I think you are good. Make sure that you also make the iPhone discoverable even it's turned off.

Ok but why are changes to cellular data in setting (turning it off) allowed after I set a restriction?
