Hi,
I was wondering if there was a way to send apps from one iPhone to another via Bluetooth or something like that.
Is this possible? is there an app that will do this for me.
I know you'll ask why don't we both download it but it uses up some of our data allowence so we try and minimise it as much as possible.

Unfortunately there's no way to do this as the apps are signed with your AppleID when downloaded so that they can't be simply transferred. You can however, log in the other iPhone as you I believe or log in iTunes as you or some combination thereof and download the app over WiFi, thus saving you on your data allowance. :)

sync your apps from your iphone to itunes, connect the other iphone to your computer. it will show up in your itunes. on the apps tab, select the apps you want to sync with that phone..or select all if you wish. it works for me and my gf.
