I know the badge appears if there is an update and that people want to get rid of it, but for me, after I updated to 5.1.1 the badge is still here.

The weird thing is: the badge is there, but Software Update doesn't show an update available. Nothing else in Settings has changed or have a '1' next to it.

    Is this a bug?

A jailbreak exists for 4S, it's just tethered, not untethered.

Unless something has changed in the last day or two there is no tethered or untethered JB for a 4S with 5.1 or 5.1.1.

Thank you all for not answering my question but instead talking about something completely different.

The answer is simple, if a couple of reboots won't fix it, send a report to the developer via it's Cydia page

Yeah. It would probably be best to contact Apple or go down to an Apple store if you can. You're not jailbroken, what's the problem with taking it in?
