Sorry about the lack of description for the title but i really don't know how to describe what i need..
What i need is an app like "paint" or "paintbrush" that can do what i did in the pic below.. i kinda researched but there is thousands of apps and all the ones that i looked into didn't do what i'm looking for.. and i'm sure someone here has come across something.
Anything free would be great but any suggestions would be appreciated..
It would be great if i can add a text as well..
