For the last few weeks, using iOS 13.3 (Currently build 17C5053a), Siri on my iPhone, HomePod, and CarPlay will not take a dictation for a text or iMessage. If I say "Hey Siri, text my wife ..." She will respond either with "You have to unlock your iPhone first" or if my phone is unlocked, she will take my to the text insertion point, but won't take dictation and send automatically. Same goes for asking the weather forecast. If I say, hey Siri, what's the weather forecast, the HomePod will say "you will need to continue on your iPhone," or some such. What has changed? How can I get the old functionality back? It's most irritating when wanting to handsfree send a message from the car, but everywhere else is a close second for irritation. TIA.

Thanks so much for this suggestion. I did NOT have this setting on. Mine was NEVER too. However, I think I figured it out. Somehow, there were some malformed Siri Shortcuts that were taking priority over general Siri commands. I think I clicked on them at some point as Siri suggestions or some such. And now they were enabled yet not delivering the functionality I had intended. I have since deleted these shortcuts and things appear to working as before and as I intend.
