Speech downloader message pop up

I have two high sierra workstation and the below message occasionally pops up on either of my Macs at around the same time and can occur as soon as wifi is turned on. It appears that something is calling out from my Macs. I do not add voices or do anything special with speech.

Can anyone tell me what is causing this pop up?

After installing Apples security update 2019-001 on Feb-2019 the pop up still occurs.

Uncheck all > Delete
