By convention, people will be used to seeing that at the bottom.

Yes (If articles start having enough categories where the order matters, we may be overdoing the category thing.)

Because the "stub" category comes from the {{stub}}, which usually appears above the category list, it'll always be first.

And don't just make a page that contains {{stub}} because that's just... useless. No duh that's a stub! If you don't know anything, let someone else make the page. Add to a page that you know something about!

I've been deleting stubs with no content.

No point... and it makes the site look empty.
