Switch between different windows of the same program in fullscreen

Hi all. Can someone tell me if it's possible in El Cap to CMD+± to switch between different windows of the same program? It really annoys me that they only allows us to do this shortcut when the apps are not in fullscreen.

I just tried it with Safari and the cmd+` keys, which switch windows of the same application when not in fullscreen. It did not work. That's just my experience with a very quick test.

I'm using HyperSwitch to do the same thing (with preview of each window). Works in both 10.10 and 10.11
