is this normal behaviour that on a brand new Mac the rotating cube animation is not fluent?

Is Spotlight still indexing? It can take a few hours to complete its indexing on a new MacBook. Leave it a day or so to see if things improve.

it was super choppy after being away from the computer for several days, but it now seems to have much improved. still not buttery smooth though.

How much RAM does your Air have? If you try restarting is it any smoother?

If you're low on RAM the integrated graphics may not have enough to run smoothly.

8 Gig should do the trick. like I said, it has improved plenty, but I'm surprised its not as smooth as you would expect on a 2018 Mac.
