I am planning on giving my old 4S to my mother, at the moment its on 7.1.2, seems to work OK with no major lagging etc. Should I update it to 8.3 or leave as is?
 
I didn't update my iPhone 4s to iOS8.1 earlier and i don't think 8.3 will be any quicker. I would advise to keep it running iOS 7.1.2 as i'm also having on my old iPhone 4s. Especially other apps then the build in Apple apps are much slower at least what i've seen in videos and realtime at a colleague which also has a iPhone 4s running 8.1 (at the time). I can ask if he thinks if 8.3 is any better.
 
leave it on 7.1.2 for sure unless she wants to use the new features like handoff, etc
 
If you do not care about the new features, do not update. The 4S is a disadvantaged phone (only 512MB of RAM).

If it ain't broke..... Stay on 7.1.2
