Apple managed to break widgets on the Today view page in iPad 18. Specifically, on both a 7th gen and 10th gen iPad, I can no longer: (1) drag to reorder widgets on the Today page; (2) create stacks because no dragging means no stacking. Existing stacks (already on the 7th gen or transferred from the older iPad to the 10th gen) work sporadically at best - the stack cannot be scrolled unless you do it within one second of hitting the Today page - static on last viewed widget in the stack.
 
I have similar issues rearranging widgets on the Today view on my iPad, had these too before updating to iPadOS 18.0.

Took me ages to be able to get them in the order I wanted. They even used to move back to where they were when I rebooted.
