Not that I feel the dire need to, but as this is my first venture into the Apple world in over 15 years, I am curious as to what I would do to get my Powebook (17") to the same status it came from the factory.

In Windows, I would put the OS cd in the drive, re-boot to that disc, then re-format & re-install.

How is this handled with OS X?

The exact same way.
 
So the powerbook will attempt to boot to the optical drive before the fixed hard drive?

you just need to hold down 'C' when rebooting with the disc in the drive. then you are given the option to reformat and install...you will need to reformat/erase the drive in the disk utility program File>Open Disk Utility. then just re-install.
