I have an iPhone 11 Pro running iOs 13.5.1 . All this started when I wasn't able to access (download) files from iCloud via the Files app. I signed out from my iCloud account and then signed in again, fixing said Files issue. The problem is now I'm not able to turn on the Keychain and Messages sync on iCloud. When I try to enable these options it shows me the "icloud keychain uses end-to-end encryption..." message, asks for my iCloud password, shows the "updating Apple ID Settings" message full screen, which takes forever, then sometimes asks for my iPhone code (some other time it asked for the password of the MacBook I had years ago ????? ), and much later it goes back to the menu, but the service keeps disabled.

I've tried signing out and in from my account several times, reset Face id, cellular and different WiFis... I don't know what else to do... I wouldn't like to reset all settings or erase all content since it would be such a mess.

Any ideas?

You’re not alone. This is happening to me since this past weekend. I’ve tried almost everything including erasing almost all my devices and starting from scratch with no luck. Very frustrating.

Thank you, at least now I'm not tempted to follow that course of action. Let's hope they patch this soon enough.
 
Did you happen to install the iOS 14 beta by chance?

No. The Files app has been buggy since 13.5 at least. Actually I had several encrypted dmg files on icloud and found a month ago or so that they were corrupted (never happened to me before using local storage). That was quite a disappointment too. Seriously thinking about using icloud only for backups and moving all my storage to OneDrive.

Im having this exact same problem with keychain and messages all of a sudden today. Was there ever a solution found?
 
Thank you Robert. I was finally able to resolve my situation using these steps:

1. Erase all Content and Settings on my Apple Watch.
2. Sign out of Apple ID/iCloud on my iPhone and iPad.
3. Erase all Content and Settings on my iPhone and iPad.
4. Log in to iCloud.com and REMOVE my iPhone and iPad from my Apple ID account.
5. Sign out of iCloud on my MacBook but do not remove device.

After this I set up my iPhone as new again. This time it did ask me for my MacBook password, enabling end-to-end encryption features and allowing me to use iCloud Keychain, Messages in iCloud, and Apple Pay Cash.

Glad that you were able to get it fixed. Hopefully, you won't have any more problems.
