Have you looked in Storage and iCloud usage to see if there is already an iOS version there? Maybe 9.2.1 or 9.3. If you see one delete it as neither of those are any longer valid. Also maybe try reset network settings as the next option.ios 9.2.i have restarted it couple of times.
