Can you use an iPad to make edits directly on an iPad using a Pencil with Photoshop or Lightroom when using the iPad as an extended display? I want to simply drag a window from one of the programs over to the ipad and I am just wondering if this will work. If so, what is the difference with doing it this way and using Sidecar?

Yes, you can, with Bluetooth or by wire. Sidecar is a built-in feature which lets you use your iPad as secondary display.
 
Can you simply drag the Photoshop window to an iPad from the Mac and use the Pencil on it that way?
