I have to be in London for a few days. Last time I tried Verizon international for a day but too expensive so I unlocked it and got a local sim card. This time, I won't need the phone except for emergencies. Is there a way to have the Verizon international plan turned on, but not pay turn on fees etc? Any other suggestion to keep the cost down but have the phone ready in an emergency (phone/text)?

how much/what kind of sim did you buy? How much did it cost you? I'm traveling to Canada and was thinking of buying a sim for my 4s but I don't want to get too expensive...

I got a great one in London. I think it was Orange, but it was one month of unlimited data for about 15 pounds. Then I didn't have to worry about usage etc.

Keep your phone in Airplane mode. You can still enable WiFi and keep the other radios disabled so you don't incur any voice/data charges.

Sorry, wasn't clear. Is there a way to be able to receive a text or phone call in an emergency, but not incur any fees if that doesn't happen?

That's a good question. I'd call up Verizon Global Support (1-800-711-8300) and see what the exact charges would be.
