Verizon pre-order international setup?

When preordering on Verizon it asks if the device will be used internationally.

What is this asking and why? Does this have to do with the SIM for LTE? If you say no, does that prevent you from doing something later?

Same question. I selected it with pay as you go service. I am assuming all this means is the phone will ship with a SIM card already installed.
