Is there a way like time machine , I can back it all up. So when I buy the new one, I can just retire everything to the new one. Like time machine?

I think backing up to your computer via iTunes is a more complete backup, AFAIK. Would advise that route over iCloud. Also, again AFAIK, if you opt to encrypt the iTunes backup, more of your app passwords and details are backed-up, making the transition far less cumbersome.

It's better to do an encrypted back up in iTunes and do a restore from their rather then use iCloud. It will generally be faster to restore too then using iCloud dependent on how much data you have on the iPad.
