Was the SOTU supposed to be like the PMQ?

    The US Constitution says:

    [The President] “shall from time to time give to the Congress Information of the State of the Union, and recommend to their Consideration such measures as he shall judge necessary and expedient.”
    (Article II, Section 3, Clause 1.)

    Article II deals with Congress. I was wondering if the framers were thinking of doing something more in the like of the British PMQ when they had the SOTU in mind rather than the 90 minute long uninterrupted speech we see once a year.
