What do I do if my iPhone is disabled and is also iCloud locked with some other person's account?

Contact the seller and ask them to unlock it. If the seller is unable to comply, you might have bought a stolen device.

Ask the previous owner to remove the device from their Find my iPhone account.
If they are unable or unwilling to comply this may be a stolen device.

For security reasons there is no way (other than physically replacing the chip on the logic board) to bypass or disable the Activation Lock
