Is that just a speaker, if I want an Apple smart home base to control smart locks or light bulbs etc, is this all I need or is this just the speaker that you can use connected to it?

The HomePod is an all inclusive Home Hub (for out of home control of your smart devices, to set up automations and process HomeKit Secure video recordings), it’s an AirPlay 2 speaker and also accepts Siri commands for anything from controlling your smart home via voice, making and receiving calls and texts, creating reminders, checking your calendar events, general internet queries etc…. If you’re going to start with a HomeKit home, that should definitely be one of, if not your first HomeKit device aside from an AppleTV and build out from there.

It also is a thread border router so you can use smart light bulbs like ones from nanoleaf and another smart devices that support thread.
