What is this process? I never even use Image Capture, and I was even considering a new mac because when I got Yosemite, everything became 100% lagger. Is this the culprit?

Create a new user profile and see if the new user exhibits the same behavior. If it doesn't, it means there's some plist that is causing major issues related to Image Capture.

Very occasionally Image Capture Extension goes rogue on me, worst I have seen is 4GB-ish. That pushed up my swap but was otherwise un-noticable in operation (I noticed it while looking for something else), but that is probably because OSX runs from an SSD so even swapping doesn't cause much of a slowdown.

Mostly it sits around the 200MB mark without issue...I can only think it is the Canon scanner sw I have installed that calls it...

    I did that and

It isn't happening in the other account. But I noticed something in mine. I opened up activity monitor before I loaded up iMovie, and I noticed image capture extension was eating more and more RAM by the second. It did not happen while I was not on iMovie before though. When I quit iMovie, the extension was still running and eating lots of RAM.
